If the brows themselves are in good position, but the eyelid tissues are saggy, I usually recommend an upper eyelid blepharoplasty - this is the most common situation - say 75%.
Sometimes, the brows are low, droopy, or "sad" looking - this is treated with a browlift, often together with upper eyelid surgery as well.
